This paper is the technical report on “The Growth Evaluation System of China's Public Culture Investment”.Based on the available data from 2000 to 2017，it explains the basic data source，the data deduction method，the related numerical relationship，evaluation system design and the specific index calculation.Thus，it analyses the situation of the cultural investment growth in the whole country and each region reflected by various data facts.By putting the culture investment growth into interrelated background of the economic and financial growth，into the adjacent relation of the E.S.C.H.（education，science ＆ technology，culture，health）expenditure growth，into the isomorphism proportion of public culture investment and residents' cultural consumption，and into the regional differences of the per capita value of culture investment，this evaluation system aims to roundly assess the growth coordination and equalization of culture investment，thus to get the applicable comprehensive evaluation index under the current statistical system meanwhile realizing commensurability，comparability and repeatability.
