随着城镇化的快速推进,现行的编制制度已不能够满足学龄人口结构性调整对中小学教师的大量需求,新代课教师问题由此产生。本研究基于对中国东中西部地区部分省份的教师、校长和教育管理部门负责人的问卷调查和集中访谈,结合国家统计局公布的数据和相关文献资料,力求了解新代课教师的规模和变化趋势、新代课教师的工资和质量以及编制制度约束下的改革现状等问题。新代课教师问题不仅关系到高质量教育的供给,也关乎教师劳动力市场的生态建设。本研究结合理论、数据和资料分析,提出打破编制的过度保障性作用,建立有效的教师退出机制;落实同工同酬,为新代课教师提供平等的发展平台;加大改革力度,让新型公办学校成为体制内制度创新的典范和主流。
<<With the rapid advancement of urbanization in China,current staffing system cannot meet the huge demand on primary and secondary school teachers,which is caused by structural adjustment of school-age population. Thus,the problems with new generation of substitute teachers arise.Based on questionnaires and interviews with teachers,principals and heads of education authorities in selected provinces in eastern,central and western China,combined with data and literatures published by the National Bureau of Statistics of China,the paper aims at describing the scale and trend of new generation of substitute teachers,discussing the problems with their salaries,teaching quality and the reform status under the administrative constraints of staffing system. The new generation of substitute teachers is related not only to education quality,but also to development of teacher workforce. The paper argues that the excessive safeguarding of staffing system should be broken;an effective teacher withdrawn mechanism should be established;equal work should be equally paid and an equal development platform should be provided for substitute teachers;reform efforts should be increased,and new public schools should become role models for system innovation in public education system.
