The development of elite school conglomerates （especially “elite schools + village schools” and “elite schools + new schools”） has become an important meaning for the country to narrow the imbalanced in urban and rural education for their better integration and to meet growing demands. Taking the 10-year development of elite school conglomerates in Qingyang District of Chengdu as an example，this paper analyzes its development model，construction of relevant system infrastructure and the achievements，problems and solutions during the process. Through this case study，the paper shows the conflicts of interests，institutional conflicts，and bottlenecks for system construction that could appear during the development of elite school conglomerates. It also provides an in-depth discussion on how to further promote the sustainable development of elite school conglomerates through more comprehensive and systematic institutional innovation.
