There are still double barriers for migrant children to gain equal access to education：one is admission threshold and restrictions for progression in the school system set by governments receiving the migrants；the other is discriminations from other social classes. Behind these double barriers are the defects in the current educational funding mechanism，and the gap between Social classes. The ultimate path to get rid of the barriers consists of a variety of measures：establish an education funding system where governments at various levels share the responsibility，stop the province-based university admission system，launch broader public discussions to form a consensus on urban population policies，and promote a diverse and inclusive education.
