    我国特殊教育:从机会保障走向质量提升(2012~2017)

    摘要

    近年来,我国特殊教育在加强特殊教育学校建设、提高特殊教育教师专业化水平、提升特殊教育学校教学规范性和有效性、扩大残疾人接受高等教育的机会等方面取得了显著的成就,发展重心逐步从保障所有残疾儿童的受教育机会转向切实提升教育质量,为每一个残疾儿童提供适合其发展的教育康复服务。在此基础上,未来应重点加强非义务教育阶段特殊教育发展、提高对于随班就读的支持保障水平、进一步保障特殊教育教师的素质和待遇。

    Abstract

    With much attention and strong support from the Communist Party of China (CPC) and the nation,China's special education has made significant achievements in recent years. They include:building more and better special needs schools,improving the professional competency of special needs teachers,improving teachings norms and effectiveness,and improving access to higher education for persons with disabilities. The focus of development has gradually shifted from ensuring access to education for all disabled children to improving the quality of education,and providing every disabled child with education and rehabilitation services suitable for their development. In the future,an emphasis should be put on strengthening the development of special education beyond compulsory education,improving the level of support for incorporating disabled children to attend regular classes,and further ensuring special needs teachers' competency and the benefits they enjoy.
