本文系统梳理了从1979年至2019年的40年间,中国学前教育伴随着政府这双“有形的手”经过的四个时期、三个拐点,着重分析了新政对学前教育的资本市场、民办园发展前景、学前教育管理体制带来的深刻影响,呈现了当前中国学前教育发展的难点,明确提出了未来学前教育发展方向:守住资本禁入的红线;厘清营利与非营利、普惠与非普惠政策顺序与组合规则,细化操作指引,完善、升级民办普惠园的支持与管理制度;底部攻坚,打通农村学前教育最后一公里;鼓励地方学前教育制度创新;实施分类管理,降低门槛,开放小微幼儿园、儿童中心的注册,理顺所有利益关系,建立长远制度,发挥行业自律性。
<<This paper systematically reviewed the four periods and three turning points of China's pre-school education under the“tangible hands”of the government from 1979 to 2019. This paper mainly focuses on the influence of the new policy on the capital market of preschool education,the development prospect of private kindergartens and the management system of preschool education,which present the difficulties in the development of preschool education in China,and clearly indicate the future development direction of of preschool education:determine to forbid capital to enter certain fields;clarify the sequence and combination the profit and non-profit,generally-beneficial and not-generally-beneficial policies,refine operational guidelines,improve and upgrade the support and management system of the Generally Beneficial Kindergarten;solving difficult problems at the grassroots level to join the final link of rural preschool education;encourage innovation under the local preschool education system;implement classified management,lower the threshold,open the registration of small and micro kindergarten and children center,rationalize all interests,establish a long-term system,and give play to industry self-discipline.
