从根本上说,“一带一路”倡议的实施,无论对中国还是沿线国家来说都不是一个单纯的经济问题,而是一个文化大于资本、制度重于技术的非纯经济问题。相对于资本与技术而言,来自制度—文化的约束,既是最软的约束,也是最硬的约束,从而也是最根本的约束。所谓制度—文化约束,是指由不同习俗、价值观等文化因素形成的内在制度安排之间的相互认同障碍,以及这种具有不同文化特质的内在制度安排对更广泛区域或共同体内部正式制度安排缔结和制度环境形成的影响。跨越制度—文化约束的关键是在共同繁荣的基础上,构建一个彼此尊重、相互包容的可操作的制度—文化认知共同体。这是对“一带一路”倡议掷地有声的实施,无论从逻辑还是现实意义上说,都是应该先行的策略与智慧考量。
<<Fundamentally for China or for The Belt and Road(B&R)countries,the implementation of B&R is not solely a question of pure economics,but instead is a semi-economic issue with elements of “culture over capital”and “institutions over technology”.In contrast to capital or technology,“institutional-cultural”constraints are fundamental constraints that count both the most flexible and inflexible of them among their number.We define “institutional-cultural”constraints as the mutual recognitions and obstacles within internal institutional arrangements that stem from cultural elements,such as custom or values.It also concerns the impact of these differing internal institutional arrangements on the internal dynamics of the broader region or community,the establishment of formal institutional arrangements and the creation of institutional environments.The key to bridging institutional-cultural constraints is to establish a shared institutional-cultural cognitive system that is mutually-respecting,mutually-tolerating and workable,on top of a foundation of mutual prosperity.The consideration and implementation of such a project,no matter from a logical or practical perspective,is the first step in the effective implementation of B&R.
