丝路节点城市是“一带一路”沿线城市网络中资源集聚力较强和发展主动权控制力较大的城市。构建丝路节点城市2。0(指数)有助于科学识别丝路节点城市,甄别“一带一路”早期投资和撬动全局发展的优先区域,为中国企业、城市政府践行“一带一路”倡议提供“探照灯”。本报告在丝路节点城市1。0(指数)的基础上,通过扩充样本城市、改进评价方案和分析方法等,升级为丝路节点城市2。0(指数)。报告共选取“一带一路”138个样本国家和352个样本城市,构建了包含战略伙伴关系、区域影响力、成长引领性以及政策沟通性、设施联通性、贸易畅通性、资金融通性和民心相通性等“五通”在内的评价模型,形成“丝路节点城市2。0”指数。根据指数得分,共识别15个重要节点城市、11个次要节点城市、26个一般节点城市和108个潜在节点城市。报告介绍了各种类型“丝路节点城市”的综合表现,并甄别在“五通”领域表现优秀的节点城市,同时进一步观察“丝路节点城市”在区域上的空间分布特征。建议未来中国“一带一路”倡议的实施持续以“丝路节点城市2。0”为抓手和支点,结合产业链布局,共建园区建设,推动“一带一路”倡议进入全面实施新阶段。
<<The Silk Road node cities are the ones with strong resource concentration and strong control power of development in the urban network along the “the Belt and Road”.We identified the “Silk Road Node Cities” through constructing the Silk Road Node City 2.0(index).It can help us identify the investment priority areas of “the Beltand Road” and provide “searchlights” for Chinese enterprises and local governments.We upgrade the Silk Road Node City 1.0(index)to Silk Road Node City 2.0(index)in this report by expanding sample cities and improving the evaluation methods.Generally speaking,we selected a total of 138 sample countries and 352 sample cities,and built an evaluation model investigating cities' characteristics including strategic partnership,regional influence,growth leading and policy communication,facility connectivity,trade smoothness,financial intermediation and popular communication.According to our model,a total of 15 important node cities,11 secondary node cities,26 general node cities and 108 potential node cities were identified in the end.Then we introduced the comprehensive performance of various types of “Silk Road Node Cities”,screened out the “Five-link” type node cities that have performed well in the “Five Links” field,and further observed the spatial distribution characteristics of these node cities.It is suggested that the full implementation of “One Belt and One Road” initiative in China in the future should take these “Silk Road Node Cities” as the pivot points,and combined with the industrial chain layout and the co-construction development zones.
