社会组织在参与基层扶贫治理当中面临行动逻辑的困境:若不嵌入,则无法开展活动;若嵌入太深,则会被反向形塑,无法实现成功退场。那么社会组织究竟要采取怎样的嵌入村庄的行动逻辑?通过对H组织参与J村养猪场扶贫项目的田野观察,在“嵌入性”与“软治理”理论的基础上,本文提出“软嵌入”这一社会组织参与扶贫的行动逻辑,主要包括文化习俗的关系软嵌入、多方协商的资源软嵌入以及乡规民约的结构软嵌入三个方面。与强调制度性、灌输性的“硬嵌入”相比,“软嵌入”的行动逻辑具有互动行为的柔性化、参与方式的灵活性,以及责任边界的有限性。“软嵌入”的行动逻辑有利于维护社会组织的自主性,推动村庄社会资本的累积性,实现扶贫项目的可持续发展。同时,本文对我国的政社关系的互动与社会组织的行动逻辑进行了理论补充与延展。
<<NGOs are faced with the dilemma of action logic in participating in poverty alleviation at the grass-roots level:if they do not embed into local areas,they cannot carry out activities;if they embedded too deeply,it will be molded in reverse and cannot realize successful exits. So what action logic will the NGOs take in the process of poverty alleviation?Through the field observation of H organization which participating in the poverty alleviation project of the pig farm in Village J,this paper puts forward the action logic of “soft embeddness” on the basis of the theory of “embeddedness” and “soft governance”. Soft embeddness mainly includes three aspects:the soft relationship embeddness of culture and custom,the soft resources embeddness of negotiation by many parties and the soft structure embeddness of the rural regulations and folk conventions. Compared with the “hard embeddness” which emphasizes the institutionalism and Inculcation,the “soft embeddness” action logic has its own characteristics. It includes the flexibility of interaction,the strategy of participation and the limited responsibility boundary. the “soft embeddness” action logic brings to maintaining the autonomy of NGOs,promoting the accumulation of village social capital and realizing the sustainable development of poverty alleviation projects. At the same time,this paper theoretically complements and extends the interaction between the states and the society as well as the action logic of NGOs in China.
