既有理论对于政府与社会关系(以下简称“政社关系”)的解释更多聚焦于制度论和理念论两个视角,尤其强调制度供给的不足造成了政社关系的不同模式。本文在评述这些观点的基础上,从能力论的视角出发探求新的解释框架,进而提出能力专有性这一新的概念。基于经济学对于分工的研究,本文认为:政社之间相互依赖程度的不同源于社会组织所拥有的能力专有性的差异,社会组织能力专有性越强,政府与其越容易形成相互依赖的关系,反之则容易形成任意支配型的关系。本文以艾滋病防治为主要领域并以台湾地区和我国大陆的社会组织为例对这一问题进行比较分析。研究发现:分工基础上的深耕细作、专业化的员工及志愿者队伍以及长期的经验及社会资本的累积,使台湾地区防艾社会组织在自身擅长的领域内形成了很强的能力专有性,这一方面突出了社会组织的竞争优势,但另一方面也限制了其跨域流动的可能性,最终形成政社之间相互依赖的紧密关系;而我国大陆防艾社会组织的专业化分工不明确,缺乏在固有领域的深耕细作,全职员工欠缺特别是员工和志愿者团队的专业性差、流动性高,种种因素使之缺乏能力专有性,在与政府合作中处于被任意支配的地位。本文进而从制度视角解释了社会组织形成不同能力专有性的原因。
<<The explanations of the existing theories on the relationship between government and society (hereinafter referred to as “political-social relations”) focus more on the two perspectives of institutional angle and ideological angle,especially on the different modes of political-social relations caused by the insufficiency of institutional supply. On the basis of reviewing these viewpoints,this paper explores a new interpretation framework from the perspective of power angle,and then puts forward the new concept of competence specificity. Based on the study of division of labor in economics,this paper argues that the degree of interdependence between political and social organizations is due to the difference in the competence specificity of social organizations. The stronger the competence specificity of social organizations is,the easier the government and the society form interdependent relationship,and vice versa,the relationship of arbitrary domination is easy to form. This paper takes HIV/AIDS prevention and control as the main field and takes social organizations in Taiwan and mainland China as examples to make a comparative analysis on this issue. The study finds that:the intensive cultivation,specialized staff and volunteers,long-term experience and accumulation of social capital on the basis of division of labor,make the social organizations of HIV/AIDS prevention in Taiwan form a strong competence specificity in their own areas of expertise,which highlights the competitive advantages of social organizations on the one hand,but on the other hand,it also limits the possibility of their cross-regional mobility,and eventually forms the close interdependence between government and social organizations;however,the professional division of social organizations for AIDS prevention in mainland China is not clear,lack of intensive work in the inherent fields,lack of full-time staff,especially the poor professionalism and high mobility of staff and volunteer teams,all kinds of factors make them lack the competence specificity,and they are in an arbitrarily dominated position in collaboration with the government. From the perspective of institution,this paper further explains the reasons for the formation of different competence specificity of social organizations.
