The “Qi lian” mountains，known as “Chinese Ural”，“Eastern Switzerland”，and “World Park”，located in northwestern China，it is a ecological shelter with mineral resources，flora and fauna resources，water resources，and tourism resources.The special geological landform，natural environment，and cultural landscape bred a regional，historical and national ecological culture in there.Therefore，investigation of problems and governance situations was carried out in our research，then countermeasures were further provided guide with the important indications from the chief Xi Jinping.
