特许经营机制建设是国家公园体制试点的重要内容之一。在三江源国家公园自然资源、文化资源保护的前提下，加快推进其特许经营工作的开展对推动我国生态文明体制建设、探索国家公园建设经验、提升三江源经济社会发展水平有着重要的意义。本文在分析国内外自然保护地特许经营体制经验启示的基础上，提出了三江源国家公园开展特许经营的对策建议及保障措施。
<<Construction of franchise system is an important content of national park system.Protection of natural resource and cultural resource in “San Jiangyuan” national park，and acceleration of permission of franchise work is meaningful for constructing ecological civilization，exploring construction experience，and improving economic and social development.In this study，we not only analyzed the experience from others，but also provided few proposals and safeguard measures for developing franchise in “San Jiangyuan” national park.
