2018年，青海省委省政府着力推动“四个转变”，实施“一优两高”战略部署，加强组织领导，主动参与、强力推进，“一带一路”建设取得积极进展。但同时，对外贸易方式单一、基础设施建设欠账较多、政策扶持力度仍然较弱等一些深层次矛盾和问题不断显现。面对新形势新情况，2019年，青海应在加快外贸结构调整，强化对外投资和交流合作，破解基础设施“短板”制约等方面升级加力，以更加积极开放的姿态和实际行动，推动“一带一路”建设取得新进展。
<<In 2018，governments focused on promoting “Four Transitions” and “One Priority and Two High Quality” strategy in Qinghai.And the construction of “One Belt One Road” made a positive progress.Meanwhile，a lot of conflicts such as：single mode of foreign trade，areas exited in infrastructure construction，and weak policy support are still shows up.In 2019，in face of the new situation，faster adjustment of foreign trade structure，more cooperation and investment abroad，and breakthroughs of infrastructure and other "short board" constraints still need to be resolved.Only with a more positive attitude and movement，can the construction of “One Belt One Road” make a better progress.
