In the course of the development of the global economy in the twenty-first century，tourism leisure industry has become an important driving force for the rapid development of the world economy.Hong Kong is an important part of the world center of tourism and leisure.Making a reasonable evaluation is the objective requirement to promote the economic development and enhance the international status of Hong Kong.This paper starts from the general characteristics of the world center of tourism and leisure，describes the current situation of the development of the world center of tourism and leisure in Hong Kong，and builds an evaluation system on the basis of development characteristics and evaluation index to evaluate objectively Hong Kong's competitiveness as a world center of tourism and leisure center using Analytic Hierarchy Process（AHP）.At the same time，the author puts forward the existing problems and development path and strategy of Hong Kong as a world tourism of leisure center.
