China has rich resources of natural and cultural heritages and the legal protection of these resources is an important part of the construction of the ecological civilization and environmental protection in China. However，the current legal system of protection of natural and cultural heritages in China still has many problems in terms of the legislation，content，and effectiveness，and the phenomena of decentralized management system and soft law enforcement still exist. This report suggests that China should take the opportunity of the adoption of the Law on National Parks to integrate the existing legislations，gradually develop a legal system of protection of natural and cultural heritages by focusing on legislative ideas and institution building，adopt special legislations at appropriate times，and further rationalize the relevant regulatory and management systems.
