Overseas public security identified the issue of protecting Chinese citizen’s personal safety aboard more accurately than other theoretical concepts or analytic aspects such as oversea interest. The key problem of overseas public security cooperation the gap between the development of international economy and politics：the global governance driven by globalization is divided by the territorial boundaries of national sovereignty. Under this context，the international cooperation of public security meets the lack of integration of authorities，capabilities and willing and dilemma of power，resource and benefit. To overcome these limitations，on the one hand states try to make the international order more coercive and tame the sovereignty，on the other hand states all attempt to bypass the sovereignty system by decentralization and delegation，aiming at more efficient distribution of security resources. China should also follow the new tides of international public security cooperation and enhance its overall capabilities of public security provision.
