The Ningxia Hui Autonomous Region has incorporated cultural volunteer service into the construction of public cultural service system. By standardizing management，improving organization and expanding ranks，the Ningxia Hui Autonomous Region has consolidated the foundation of cultural volunteer service.Taking “ Walking in the grassroots and Planting culture” as the main contents，three demonstration activities have been implemented in depth.Taking “ Rooted in the Grassroots，Serving the Masses” as the main content，nine theme grassroots cultural volunteer service activities have been carried out extensively.The level and efficiency of volunteer service is improved by constantly innovating service forms，enriching service contents and introducing internal links.Public cultural service is equalized by serving the grassroots and special groups. In view of the problems faced by Ningxia at present，such as unbalanced regional development，imperfect organization of cultural volunteer service in some cities and counties，imperfect guarantee and incentive mechanism and so on，Ningxia will focus on four key tasks in the future to promote the normalization，standardization and socialization of cultural voluntary service.team construction，demonstration project guidance，thematic voluntary service，and improvement of guarantee and incentive mechanism.
