Yichang is a typical area in the Yangtze River Economic Belt whose chemical industry encircles river. In order to solve the problem of “chemical industry encircles river”，Yichang has promulgated and implemented a series of plans and policies to guide chemical enterprises to close，reform，move and transfer themselves. The primary measures can be concluded as following：scientific planning，adjusting the spatial distribution of chemical industry，guiding chemical enterprises to move into the park；supporting technological transformation and innovation development of enterprises，promoting innovation-driven transformation and upgrading of chemical industry；comprehensively utilizing policy tools including fiscal policies，investment policies，land policies，population policies and other policies which ensures the smooth progress of closing，reforming，moving and transferring of chemical enterprises.
