From the perspective of rural revitalization strategy in the new era，how to mobilize the entrepreneurship enthusiasm of migrant workers returning home，and transform the identity of migrant workers who have mastered advanced operation and management skills in coastal cities into the practitioners of the rural revitalization strategy is an important issue at this stage. Investigations and studies show that migrant workers returning home are generally more willing to start businesses and have a strong desire to switch from employees to employers. However，in practice，the entrepreneurship resistance for the migrant workers returning home is great，the major problem is that a large number of migrant workers returning home do not have the entrepreneurship ability，and they do not understand the entrepreneurship policies for migrant workers returning home. At the same time，to actively implement the training for migrant workers returning home is the social responsibility that the migrant worker import places should shoulder，and is also an important measure for urban development to promote rural revitalization. Relying on the training plan of Bureau of Migrant Service of Guangzhou Municipality，this study uses a mixed policy analysis tool to analyze the implementation effect of the entrepreneurship training policy for migrant workers returning home.
