在新时代乡村振兴战略视角中,如何调动返乡农民工的创业积极性,让在沿海城市掌握先进经营管理技术的农民工转换身份成为乡村振兴战略的实践者是现阶段的重要议题。调查研究表明,返乡农民工创业意愿普遍较高,具有从雇员转换为雇主的强烈愿望。然而,在实践中返乡农民工创业受到较大阻力,其中大量问题在于返乡农民工本身不具备创业能力,对农民工返乡创业政策不了解。同时,积极实施农民工返乡创业培训是农民工输入地应该肩负的社会责任,也是城市发展带动农村振兴的重要举措。本研究以广州市来穗人员服务管理局培训计划作为依托,采用混合型政策分析工具视角剖析农民工返乡创业培训政策的执行效果。
<<From the perspective of rural revitalization strategy in the new era,how to mobilize the entrepreneurship enthusiasm of migrant workers returning home,and transform the identity of migrant workers who have mastered advanced operation and management skills in coastal cities into the practitioners of the rural revitalization strategy is an important issue at this stage. Investigations and studies show that migrant workers returning home are generally more willing to start businesses and have a strong desire to switch from employees to employers. However,in practice,the entrepreneurship resistance for the migrant workers returning home is great,the major problem is that a large number of migrant workers returning home do not have the entrepreneurship ability,and they do not understand the entrepreneurship policies for migrant workers returning home. At the same time,to actively implement the training for migrant workers returning home is the social responsibility that the migrant worker import places should shoulder,and is also an important measure for urban development to promote rural revitalization. Relying on the training plan of Bureau of Migrant Service of Guangzhou Municipality,this study uses a mixed policy analysis tool to analyze the implementation effect of the entrepreneurship training policy for migrant workers returning home.
