Guangzhou is an open and inclusive city. After 40 years of reform and opening-up，millions of migrant workers have come to Guangzhou for work and living，which also brings opportunities and challenges to the Guangzhou Municipal Government for migrant worker service and management. Guangzhou keeps pace with the times and innovates constantly. With respect to the migrant worker service and management，Guangzhou starts from the exploration，and has experienced the processes of integration practice，standardization and optimization，development of regulations，top-level design and active solving of the problem of integration of migrant workers，thus improving the city's urban governance capacity.
