The report of the 19^th National Congress of the Communist Party of China clearly pointed out that great effort shall be made to build a social governance model based on “collaboration，participation and common interests”，and to develop new approaches to social governance. Guangzhou's economy is developing rapidly，ranking among the best in China and attracting a large inflow of rural population. In order to achieve the full and balanced development of the society and enhance the level and ability of social governance，Guangzhou has implemented the service and management policy for those coming to Guangzhou based on the residence permit and featuring the equalization of basic public services and the combination of point-based school admission and point-based household registration，and successfully built the Guangzhou model of “Points + social service”，which is not only a new achievement of Guangdong Province in the exploration of the social governance model based on collaboration，participation and common interests，but also a shining pearl in the innovation of China's social governance system. Based on the data of the 2016 dynamic monitoring and survey of floating population，this paper analyzes the current status of the integration of floating population in Guangzhou，and distills the “Guangzhou Model of Developing New Approaches to Social Governance and Serving the Integration of Migrant Workers” in combination with Guangzhou's certain experience in developing new approaches to social governance.
