Third party evaluation of scientific and technological achievements is a comprehensive evaluation of scientific and technological achievements by independent social institutions in accordance with certain laws and regulations，technical norms and so on.It makes up for the defects of the appraisal model of scientific and technological achievements in the past and is development direction of science and technology evaluation in the future.At present，the third-party evaluation of scientific and technological achievements in China is in its infancy，the system construction is not perfect，and it faces many difficulties，such as low status，unclear subject，non-standard procedure，unscientific method，unclear responsibility and so on. The third party evaluation system of scientific and technological achievements should be constructed and perfected from the following aspects：issuing laws and regulations，clarifying subject qualification，formulating technical standards，standardizing evaluation procedures，clarifying legal responsibility，establishing supervision system，etc.The due value of this system should be brought into play.
