以区域为视角,在已有指数的基础上,本报告分别对东部、中部、西部及东北地区城市交通绿色发展状况进行分析,并提出区域提升建议。东部地区经济指数具有极大优势,中部地区生态指数和社会指数发展最为突出,西部地区生态指数相对偏高,东北地区社会指数及生态指数相对较好。东部地区应当构建一体化多元公共交通系统;发展慢行交通,实施限制政策;加大城市绿色交通的宣传力度,提高政策出台密度。中部地区的政府和公众都要转变观念,倡导绿色出行方式;落实公交优先战略,推进公交、自行车加步行城市交通模式;科学进行交通管理,引导个人交通向公共交通方式转变;加大绿色交通宣传力度,适时出台鼓励和优惠政策。西部地区则应当完善绿色交通运输法律法规及相关标准规范;丰富融资及经营方式,提升经济指数;大力培养人才,提升交通绿色发展能力;加强区域合作。东北地区则应从合理规划、制定政策、合理发展轨道交通、提升公众参与度等方面入手。
<<Based on the regional perspective and index,this chapter analyzes the green development of urban transport in the eastern,central,western and northeastern regions,and proposes regional improvement.The economic index of the eastern region has great advantages.The ecological index and social index of the central region are the most prominent.The environmental index in the western region is relatively high,and the social and environmental index in the northeast region is relatively good.The eastern region should build an integrated and diversified public transportation system;develop slow transport facilities and implement restrictive policies;strengthen the propaganda of urban green transportation and increase the density of policy introduction.The central region needs the government and the public to change their concepts,advocate green travel modes,implement bus priority strategies,promote public transport,bicycles and pedestrian urban transport modes;scientifically implement traffic management,guide individual transport to public transport;and increase green traffic publicity.Strength,timely introduction of incentives and preferential policies.The western region should improve the laws and regulations on green transportation and its related standards and norms;broaden the financing and management methods,and enhance the economic index;vigorously cultivate talents,improve the ability of green transportation development;and strengthen regional cooperation.The northeast region should start with rational planning,policy formulation,rational development of rail transit,and increase public participation.
