In today's society，the contradiction between the growing spiritual life of people and the unbalanced and inadequate cultural development is widespread.As an important part of public cultural service institutions，public libraries shoulder the heavy responsibility of public cultural services.Taking the operation of the libraries in Heilongjiang Province as an example，and through the analysis of the public cultural service experience of the public library in Heilongjiang Province，this paper explores the innovative form of main-branch system of provincial library，and strives to achieve the standardization and equalization of the grassroots public cultural service.At the same time，we should explore the in-depth implementation of digital culture and people-benefit project，promote the balanced development of urban and rural public culture，and vigorously enhance the specific means of public cultural “brand” service efficiency，in order to find an effective development model and path for the full development of grassroots public libraries.
