公共图书馆是针对社会全体公民开放的公益性文化服务阵地,其开设的最终目的是开拓公民的视野,满足公民对文化知识的需求,从根本上提高公民的文化素养。中国特色社会主义进入新的发展时代,我国社会主要矛盾已经转化为人民日益增长的美好生活需要和发展不平衡不充分之间的矛盾。在县级公共图书馆,不能满足人民公共文化需求的问题尤为突出,其主要原因在于人才队伍建设不能支撑起公共文化服务功能。本文以县级公共图书馆人才建设现状为例,综合探究和分析图书馆人才建设问题,提出:转换用人思路,充实人才队伍;创新政府购买服务机制,鼓励社会力量参与;增加人才保障经费,提高人才的工作积极性和主观能动性;联结“主管部门—财政部门—专家团队”,建立健全人才评价体系等政策建议。
<<The public library is a public welfare cultural service position that open to all citizens of the society.The ultimate goal of its establishment is to open up the vision of citizens,meet the needs of citizens for cultural knowledge,and fundamentally improve the cultural knowledge content of citizens.However,with the socialist era with Chinese characteristics entering a new era of development,the main contradictions in our society have been transformed into contradictions between the people's growing needs for a better life and unbalanced and inadequate development.The public library at the county level highlights the problem of lack of talents.The main reason is that the construction of the talent team cannot support the function of public cultural services.Taking the current situation of talents team building in county-level public libraries as an example,this paper comprehensively explores and analyzes the problem of talent construction in libraries,proposes the policy recommendations,such as transforming personnel mechanism,enriching the talent team,innovating the government to purchase service mechanisms,encouraging social forces to participate,increasing the funds for talent security,and improves talents' work enthusiasm and subjective initiative;linking “competent department-financial department-expert team” so as to establish and improve the talent evaluation system and so on.
