This paper takes the Zheng'an County Library as an example to analyze how to effectively manage and continuously develop public libraries in poverty-stricken areas.Due to insufficient investment，shortage of talents，and lack of literature resources，the development of various service work in libraries in poverty-stricken areas is obviously restricted and cannot meet the actual cultural needs of the broad masses of the people.Under this circumstance，Zheng'an County Library started from the aspects such as library role positioning，library infrastructure construction，talent cultivation，network development，and literature resources，and adopted corresponding management measures to achieve corresponding results，which may provide some practical experience for the development and management of other libraries in poverty-stricken areas
