基层文化建设是我国公共文化服务体系建设的重要内容。当前基层文化建设尤其是农村文化建设在取得重要进展的同时，依然存在着文化基础设施落后、供需错位等问题，这些问题的存在与基层文化建设认识不充分、建设不到位、队伍不整齐、措施不明确、发展无力度密切相关。对文化馆而言，建立完善总分管制，健全相关政策措施，是有效推进基层文化建设的重要路径。
<<The construction of grassroots culture is an important part of the construction of public cultural service system in China.At present，while the grassroots cultural construction，especially cultural construction in the rural areas，has made important progress，there are still problems，such as lack of cultural construction，the backward cultural infrastructure，misplacement between supply and demand，etc.The existence of these problems is closely related to the weak aspects of grassroots cultural construction，such as its insufficient understanding，unfulfilled construction，irregular team，ambiguous measures，and flabby development.For the cultural center，establishing and perfecting the managing system of general and branches，improving relevant policies and measures is an important path to effectively promote the construction of grassroots culture.
