In 2017 and in the face of the complicated domestic and foreign macroeconomic environment，Kashgar Special Economic Zone and Khorgos Economic Development Zone actively adapted to the new norm of economic development，closely revolved around the general objectives of social stability and long-period stability，and coordinated the promotion of steady growth，reform，structure adjustment and benefiting livelihood.Under the increasing economic downturn pressure，Kashgar Special Economic Zone and Khorgos Economic Development Zone stuck to the overall tone of seeking improvement in stability，firmly established and implemented the new vision of development，and thus the economic development had steady progress.The report firstly elaborates the national economic and social development situations of Kashgar Special Economic Zone and Khorgos Economic Development Zone in terms of economic scale，industrial structure，asset investment，foreign trade and urban-rural structure，further analyzes the main problems to be faced in their development，and then makes policy recommendations so as to provide references for the further development of the new emerging special economic zones in Xinjiang.
