Shandong Province is a large province in education. The healthy development of higher education and the quality of higher education in Shandong Province are directly relevant to the cultivation of talents in higher education. It is of great significance to the whole Province in integrated development of the economy and culture. Based on this，we used principal component regression method to do the empirical research on the relationship between average charge of higher education and its influencing factors. And we hope this can promote the healthy development of higher education by analyzing the relationship between them. With the principal component analysis method，we selected two indicators of economic level and fiscal education funding invest to return to the relationship between original influencing factors and tariff level in colleges and universities. The analysis result shows that the original variables of average cost per student，fiscal expenditure of education，residents' income level，all of these significantly influences on the average level of higher education.
