The top-level system design of citizenship of migrant has been basically completed since the 18th National Congress. And national and Shandong supporting policies have been constantly improving simultaneously. There are still some practical problems of migrant workers' citizenization during the development of the new pattern of urbanization. Based on questionnaire survey data，the paper suggests the process of migrant workers' citizenization should be pushed through improving peasants' entrepreneurial and professional ability，deepening household registration system reform，promoting equal access of basic public services，advancing citizenization cost sharing mechanism and implementing “peasant-land-money”policy，etc.
