“枢纽型”社会组织相较于其他社会组织具有较强的合法性和经济资源,但实际运转反而表现出对政府的过度依赖,这一有悖于现有理论的情况值得深思。为重构这一事实,本文以工作年历为视角,在对T社团个案考察的基础上描述“枢纽型”社会组织依附政府的特殊策略与实践逻辑。研究发现:“枢纽型”社会组织由于内部运转失败的风险、政府资助的“外溢效应”及目标的多重性而选择目标错位的策略。进一步研究发现组织目标错位的实践逻辑:分管职能部门领导的地位决定了部门事务的先后顺序和资源分配多寡,影响到部门目标的实现,进而将目标错位的安排落到实处;与此同时,通过会员大会中官员列席、讲话,传递运转困难的信号和颁奖仪式的方式为社团目标错位寻求政治和社会合法性,从而使其目标错位披上合法化外衣。这种策略在短期内会取得一定成效,但最终可能会导致“枢纽型”社会组织扭曲化发展,弱化其根本目标,进而强化社会管理体制转型的困境。
<<The associated organization compared with other social organizations have stronger legitimacy and economic resources,instead of actual running show of excessive dependence on government. This situation goes against the existing theory of “special facts” is worth thinking about. In order to reconstruct the fact,this paper focuses on the working calendar and describes the special strategy and operation mechanism of the associated social organization on the basis of the case study of the T community. The study finds that the associated social organization chooses the target dislocation strategy because the risk of failure of internal operation,the “spillover effect” of the government subsidy and the multiple sex of the target. Additional finding shows that organizational objectives dislocation mechanism:in charge of the department leadership position determines the order of the department affairs and resource allocation,affect the department goal,implement the target dislocation arrangement. At the same time,through the general meeting of officials in attendance、speeches and award ceremony at the difficult operation signals for corporate objectives dislocation seeking political and social legitimacy and legal cloak for the goal dislocation. This strategy can obtain certain result in the short term,but eventually could lead to the associated social organization development,to weak its fundamental goal,and to strengthen social management system transformation.
