Executive Summary：Discussions on the social and environmental impacts of Chinese overseas investment have been heating up in recent years. Undoing idealogical presumptions，this article attempts to discuss the current state of Chinese overseas investment and its relationship to the so-called “China model.” China’s economic development will be examined against the background of globalization of capitalism.The article will then explore what questions needed to be asked if one is to take a comprehensive and objective position. Finally，it is suggested that NGOs shall intervene in the overseas investments deabte with a sustainable development perspective which transgress global and local，one which promote the green transformation of China and the world beyond narrow national and state interests.
