Governmental departments responsible for meteorology，water resources，hydropower，forestry，geology and environmental protections often have squabbles when natural disasters （severe drought in southwest China in 2010，heavy flood throughout China，and debris flow in Zhouqu County） hit and the public complain. Some try to cover over their own problems and shun their social responsibilities；others work hard to defeat the opponents in question using strong negative words but failing to prove themselves truly scientific and environment-friendly. Loud as their voice might be，they refuse to debate and their reasoning lacks solid ground. The sectoral interests they defend are apparently visible.

It is not up to any individual department when it comes to issues on environment，development，global ecosystem and eco-safety for the whole human being. Only when we stop focusing so much on gained benefits and insisting on sectarian views can we see trueness through phenomena and become the mouthpiece of public interests.
