近年来,随着地方经济、社会、产业以及人口等情势广泛而深刻地变化,为增强市场和城市竞争力,珠江三角洲和长江三角洲等经济发达地区的城市,率先实施了人才战略,并强力推出了一系列人才安居政策和办法。发达地区大大影响、启发和促进了四川省攀枝花、广元和成都等部分城市人才安居工作的开展。这些城市先后初建了人才安居政策体系,构建了相应的运行机制,并建设与筹集了一定体量的房源。然而,值得注意的是,由于四川省的人才安居工作刚刚起步,不仅在消费需求、住房保障和住房消费等理论方面,迫切需要予以厘清,而且在相关宏观和微观现实层面,如人才安居与住房市场协调发展、防止住房福利固化与扩大、减轻地方财政负担,以及在产业发展项目-企业-人才系统中提供有效住房要素保障等具体环节上,更应加以思考与布局,从而更加顺利地推动人才安居工作发展。
<<In recent years,with the widespread and profound changes in local economy,society,industries and population,some economically developed regions like Pearl River Delta and Yangtze River Delta,have taken the lead in implementing the talent strategy,in order to enhance its market and urban competitiveness,which included a series of policies and measures for talents' comfortable housing. Those measures have greatly stimulated and promoted the similar talent comfortable housing in cities in Sichuan province like Panzhihua,Guangyuan,Chengdu and so on. These cities have taken measures in setting up the policy system,forming corresponding operation mechanism,building and raising a certain amount of housing resources. However,due to the new start of talent housing policy,it is noted that it is in urgent need to clarify the theories like consumption need,housing security and housing consumption. Besides,we should consider more aspects and lay out to promote the development of talents' housing work,for example,at the macro and micro levels,especially the coordinated development between housing for talented people and the housing market,the prevention of the solidification and expansion of housing welfare,and the limitation of local financial burden,in the project-enterprise-talent system of industrial development,and the provision of effective housing elements.
