In 2018，Sichuan province carefully implemented the series of policies and measures of the State Council and the decision-making arrangements from the Third Plenary Session of the 11th Provincial Party Committee，fully implemented the “foreign trade +” strategy，and solidly promoted the “three major projects” of foreign trade，so exports maintained a rapid growth momentum，and foreign trade continued to stabilize for better development. In 2019，as the uncertainties in the external environment increased，the downward pressure on the macro economy increased，and foreign trade faced severe challenges. Sichuan should actively integrate into the national strategy of “One Belt and One Road”，into the development of the Yangtze River Economic Belt，a new round of Western development from national strategies，seize the major opportunities such as the free trade pilot zone，and firmly promote “four-way expansion，global opening” and build a three-dimensional and fully-open pattern，and strive to walk in the forefront of comprehensive development and opening up in the west.
