By using comparative analysis，this study analyzed the development orientation of Chinese medicine in 31 provinces （municipalities and autonomous regions），the differences of traditional Chinese medicine resources and medical services of traditional Chinese medicine. The research shows that there are obvious differences in the allocation and use of Chinese medicine resources among the provinces in China in 2015，and the degree of attention paid by the government to the development of traditional Chinese medicine has a great impact on the development level of Chinese medicine. It is suggested that the top-level design of regional TCM development should be improved，the level of resources allocation of TCM should be raised，and the capacity and level of TCM service should be accelerated.
