Since the spread of Western learning to the east，Chinese traditional science and culture have been fatally impacted，and the voice of traditional Chinese medicine has faded. In the contact，collision and conflict between TCM and western modern science and technology civilization and Western medicine，its discourse power has been greatly impacted and obviously weakened. With the rapid development of China’s comprehensive national strength since the reform and opening up，the Chinese people’s self-confidence is also increasing. Telling Chinese traditional medicine stories well，spreading Chinese medicine culture to the whole world and making Chinese medicine benefit more people has become the latest opportunity for the development of Chinese medicine in modern times. At the same time，it is also conducive to promoting Chinese medicine to play an important role in the construction of national discourse system. Therefore，traditional Chinese medicine must undertake this historical mission and constantly seek for a broader world for development.

The construction of TCM discourse system should create creative ideas，ideas，concepts，opinions and expressions to promote the discourse subject to gain stronger discourse power and influence. The size of TCM discourse power is not only directly related to the historical status of TCM scientific and cultural knowledge system itself，the maturity of academic system and the value of clinical diagnosis and treatment，but also closely related to the influence of Chinese traditional culture in modern times and the national discourse power of China in the world.

In order to better construct the discourse system of TCM，this paper puts forward the basic idea of constructing the discourse system of TCM，which is guided by the three cores of TCM culture，based on the construction of the platform of TCM culture dissemination，with the creation of the content of TCM culture dissemination as the competitiveness，and with the purpose of disseminating discourse for the benefit of public health.
