Forty years ago，the third plenary session of the 11th CPC central committee marked the start of China's great historical journey of reform and opening-up.Since then，under the leadership of the CPC central committee，the Chinese people have written a magnificent epic of national and ethnic development，no matter from the country to the city，or from trial to extension，or from economic system reform to comprehensively deepening reform.As an important part of political system，the administrative system is an important link in deepening reform，the groundwork for rationally allocating the CPC's governing resources，and the inevitable requirement for the country's superstructure's adapting to the economic foundation.The administrative system is closely related to the economic system and all kinds of social programs，and runs through the whole process of reform and opening up and socialist modernization.Over the past 40 years，China's administrative system reform and the government's self-construction have been gradually and comprehensively carried out，and have gained historical progress and results.At the historical juncture of the 40th anniversary of reform and opening up，looking back on the past，we should summarize the history and experience of the administrative system reform，so as to drive us a deeper understanding of its logic and connotation；looking forward to the future，and at this critical period which links the past and the future，we should base on the grand goal of building a well-off society in an all-round way，speed up the reform of the administrative system in its key areas and crucial links，and provide institutional guarantee and power source to promote the construction of socialism with Chinese characteristics and the completion of new great projects of the party.
