本报告首先回顾了中国改革开放以来医疗卫生体制改革40年历程，并将这一历程划分为四个阶段对重大政策举措和效果评估进行了梳理。其次从医疗卫生服务体系、放管服等八个方面对医疗卫生体制改革取得的成就进行了总结。再次指出了当前医疗卫生体制改革仍然存在的问题，如医疗卫生供给仍短缺和医改市场化问题等。最后提出了未来改革的政策建议和展望。
<<This chapter first reviews the 40-year history of China's health care system reform，and divides the 40-year reform into four stages to sort out major historical events and major initiatives.Secondly，it summarizes the achievements in the reform of the medical and health system from eight aspects，such as the medical and health service system and the discharge service.Thirdly，it points out the problems still existing in the current medical and health system reform，such as the shortage of medical and health supply and the marketization of medical reform.Finally，the policy recommendations and prospects for future reforms are proposed.
