随着经济、科技、医学等事业的高速发展,老年群体所处的环境与老龄社会要求之间不适应的矛盾日益凸显。《中国老年宜居环境发展报告(2015)》指出,我国老年宜居环境建设严重落后,由此对老人造成的负面影响为家庭、社会、国家带来了沉重的负担,因此老年宜居环境建设对国家应对老龄化具有重要的价值与意义,必须引起高度重视。WHO发布的《全球老年友好城市建设指南》认为物质和社会环境是决定人们在老年长期保持健康、独立和自理的关键决定因素,本报告就这两大因素对国内外的老年宜居环境建设进行了探讨,指出我国老年宜居环境建设具有项目种类丰富、区域发展不平衡、欠缺统筹社会资源的能力、适老公共环境仍处于初级建设阶段四大主要特点,并建议发挥政府引领作用,优化老年宜居环境;支持鼓励社会资源参与老年宜居环境建设;统筹推进区域老年宜居环境建设。
<<With the rapid development of economic,scientific,medical and other undertakings,the contradiction between the environment in which the elderly population is located and the requirements of the aged society has become increasingly prominent. The “Report on the Development of China’s Old and Livable Environment (2015)” pointed out that the construction of the elderly living environment in China is being seriously lagged behind,and the negative impact on the elderly has brought a heavy burden to the family,society and the country. Therefore,the construction of an elderly livable environment has important value and significance for the country to cope with the aging cause,and must be highly valued. The “Guidelines for the Construction of a Globally Friendly City” issued by the WHO believes that the material and social environment are the key determinants to determine people’s long-term health,independence and self-care in the elderly. This section discusses the construction of the elderly living environment at home and abroad based on these two factors. It summarizes four features of the construction of an elderly livable environment in China,including diversified project types,unbalanced regional development,lack of coordination of social resources,and the premature construction of the public environment for the elderly. The study results suggested that the government should play a leading role in optimizing the policy environment for the elderly livable environment. In addition,it is also necessary to support and encourage social resources to participate in the construction of livable environment for the elderly and promote the construction of livable environment for the elderly.
