This article makes the literature analysis on the core journals from 2006 to 2017 in CNKI about graduate comprehensive charge policy research and carries on the research of its theoretical basis，practical significance，institutional change，research paradigm and method，practical problems，coping strategies，etc.We can prospect trends in comprehensive charging policy for graduate students in China through literature review for the theoretical research，the practical exploration，the international comparison，the construction and improvement.This policy has not only achieved certain research results in theory，but also accumulated rich practical experience.On the basis of summarizing，comparing and innovating，this paper discusses the problems，strategies and research trends of the policy.Promoting postgraduate training mechanism reform，and perfecting postgraduate comprehensive charge policy has important theoretical value and practical significance for improving the quality of postgraduates in China，cultivating innovative talents and building an innovative country.
