As an innovation-driven leading area in the Beijing-Tianjin-Hebei region and even the whole country，Xiongan New Area should focus on science and technology innovation as the most important task. It needs to take the lead in piloting and demonstrating in the terms of the innovation of the science and technology system and improving the policy system，so as to shape its own policies and the institutional advantage，which will form a siphon effect on innovative talents，capital，and enterprises，and then promote the formation of positive cycle of innovative factors - the prosperity of innovation activities - the optimization of innovation environment - the improvement of innovation level. In view of the shortcomings and constraints of domestic science and technology innovation，and learning from the experience and lessons of foreign advanced areas of science and technology innovation，we have summarized that it needs to improve reform in terms of talents，scientific and technological innovations，innovative environment，industry-university-research collaboration，technological finance，to improve the innovation policy system of Xiongan New Area，all those measures will gradually build up their own innovative advantages，and form a policy highland for innovation and development.
