“Opening-Driven Development Leading Area” is one of the four development orientations of Xiongan New Area. This paper takes an analysis of the three features（leading，high-end，and collaborative）of building Xiongan New Area into a “Opening-Driven Development Leading Area” as the foundation and the main line，and makes an initial exploration of implementing approaches of pushing forward the work of building Xiongan New Area into a “Opening-Driven Development Leading Area” in a multidimensional way：Advancing the formation of “a leading opening-driven development” with construction of a pilot free trade zone as the tool；advancing the formation of “a high-quality opening-driven development” with development of a high-level open economy as the reliance；advancing the formation of “a collaborative opening-driven development” with connection to the opening-up resources of Beijing and Tianjin as the path.
