The framework agreement for the construction of the Guangdong-HongKong-Macau Greater Bay Area proposed to promote the construction of Macau as a cultural exchange base with Chinese culture as the mainstream and multi-cultural coexistence.This paper analyzed the significance of Macau bases for cultural exchange，summarized the Macau cultural features and construction of the history of cultural exchanges between the base advantage，tried to explain its formation，and further summarized the real advantage such as the successful practice of “one country，two systems”，the cultural consciousness of the public，the government's great attention and the active participation of society.It provided a reference for the construction of cultural exchange base in Macau.
