京津冀协同发展作为进入新时代国家重大区域发展战略,在产业联动协同、区域交通一体化、社会领域机制体制以及生态协同体制机制创新方面取得了重要突破。但是由于还未形成有效的发展模式、存在固有的利益束缚以及明显的“虹吸现象”,体制机制创新统筹思路尚未完全形成,成为制约京津冀协同发展的主要短板。通过发挥政府推动体制机制创新先行主导作用、推进产业一体化创新发展机制、构建公共服务多层次创新供给机制、探索多点位同步推进的城乡融合创新机制、创新京津冀协同发展不同主体深度参与机制等,逐步形成体制机制创新方面的突破,是推动京津冀协同发展走向更深层次的有效路径。
<<As a major regional development strategy for entering the new era,the coordinated development of Beijing-Tianjin-Hebei has made important breakthroughs in industrial linkage coordination,regional transportation integration,social field and ecological synergy mechanism innovation. However,due to the lack of an effective development model,inherent interests segmentation and obvious “siphon phenomenon” in this area,the institutional and mechanisms innovations have not yet fully formed,and have become the main shortcomings that constrain the coordinated development of Beijing-Tianjin-Hebei. By giving play to the government to promote institutional and mechanisms innovation,leading the role,promoting industrial integration and innovation development mechanism,building a multi-level innovation supply mechanism for public services,exploring multi-point and simultaneous urban-rural integration and innovation mechanisms,and innovating Beijing-Tianjin-Hebei collaborative development Mechanisms,there will be an effective way to promote the coordinated development of Beijing-Tianjin-Hebei.
