In 2010，the social insurance reform and central provident fund establishment engraved a new milestone in Macau. In this double level social security system，it extended the objects of the guarantee overlay and promoted the protective ability. For the major change of the system，this article analyzed the motive factors，established process，core content and pointed out some major problems that should be followed，including how to enforce the income sources and to enhance subsidized level for a sustainable social security.
