Baiyangdian group is an important shallow lake wetland in North China Plain and an important ecological resource in Xiongan New Area. Since the Northern Song Dynasty，successive governments have continuously managed Baiyangdian group. This paper investigates the development and utilization of Baiyangdian group by human beings in different historical periods，and discusses in several aspects：establishing military defense system；building dikes and tunneling fields to develop agricultural production；and utilizing humanities and natural landscape tourism. The purpose is to provide historical reference for the development and utilization of water resources of Baiyangdian group in the construction of Xiongan New Area.
