This paper employs the rules from IMF’s manual on fiscal transparency to analyze the status of Macau’s fiscal transparency.The research conclusion is that Macau’s fiscal transparency is high and in line with international standards.However,the readability of Macau’s fiscal information needs to be strengthened and the budget process of Macau government is still relatively closed because of the lack of interaction with the public.This paper presents five policy implications:1)to increase the readability of Macau’s public finance information;2) to develop“public finance data disclosure guidelines”to establish a mechanism for public to access to the fiscal information;3) to promote“participatory budgeting”and exploit more channels to encourage citizens expressing their demand on public expenditure packages;4) regularly publish enough fiscal information of large-scale public expenditure items;5)to reinforce the provision of fiscal information through local media channels.
