Scientific decision is a key governance idea in the 3ird government of Macau SAR.Scientific decision depends mostly on the construction and improvement of policy consultation system such as the institution of expert consultation，public consultation and association consultation.In 2010，the government of Macau SAR tends to build up“policy study bureau’to impel scientific decision and realize that the scientific decision can be fulfilled better through integrating all kinds of expert consultation.However，to consummate the expert consultation，public consultation and association consultation should also be another vital link to realize scientific decision.Only the three consultations is improved and intermediated well，can the scientific decision really come true.
