Open government affairs is the basic requirement for building a government under the rule of law. Through the evaluation on the openness work of government affairs in Shaanxi Province，we have seen that Shaanxi Province has achieved positive results in the continuous disclosure promotion of government affairs，such as the formation of a full-coverage，full-scale work model，continuous innovation in open methods and a significant increase in open norms.But there are still problems such as lack of understanding，imperfect institutional norms and unsatisfactory public effectiveness. It needs to be continuously improved.
